Comment:
Rear Admiral Witter was commissioned in the U.S.Navy in 1964 upon graduation from the U.S.Naval Academy, Annapolis, Maryland. He began his service career as a Surface Warfare Officer. He served on board four cruiser/destroyer type combatants that were deployed several times to the Western Pacific, North Atlantic, Mediterranean, Indian Ocean, and Persian Gulf. He had significant combat service during the Vietnam conflict. In mid-career Rear Admiral Witter was designated an Engineering Duty Officer. He served several tours in the Navy major acquisition commands with an emphasis in undersea warfare and command and control systems. He served as Director of Undersea Warfare, Space and Naval Warfare Systems Command during the height of the Cold War. His last flag officer tour was as Vice Commander, Space and Naval Warfare Systems Command. He retired from active naval service in October 1993. His many personal decorations include the Navy Distinguished Service Medal, two awards of the Legion of Merit, and the Bronze Star. Following his Navy retirement, Rear Admiral Witter worked for many years in the defense industry. He “downed tools” from the Northrop Grumman Corporation in 2007, and he and his wife, Jean, also a retired Naval Officer, relocated to Minneapolis, Minnesota. They divide their pleasure times between home and their “cabin” in Winter Park, Colorado. Rear Admiral Witter is still quite active within the defense community. He has participated in several recent C2 studies and War Games and he has served on the US Air Force Scientific Advisory Board. He is the Emeritus Chairman of the Board of Directors of the Association for Enterprise Information (AFEI), and Past Chairman of the National Defense Industrial Association (NDIA) Undersea Warfare Division. He is a member of the Board of Trustees of the US Naval Academy Alumni Association. He provides executive consulting to a number of defense industry clients – check www.rcwitter.com for information. |
